I ran into something similar when installing and testing on the VS2010 CTP.  The work-around that I found was to create an empty directory in the location specified (your case o:\Windows\SysWOW64\Win7\MIKES98, in my case it was C:\Windows\System32\TFSSETUP).

Once that empty directory exists it should install correctly.  I&#039;m not sure why this happens, something with the MSI installer I guess.
